libnewmat10-dev software package provides matrix manipulations library (C++ headers files), you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libnewmat10-dev
libnewmat10-dev is installed in your system.
Make ensure the libnewmat10-dev package were installed using the commands given below,
$ sudo dpkg-query -l | grep libnewmat10-dev *
You will get with libnewmat10-dev package name, version, architecture and description in a table
